Ground Motion Point Report · Palm Jumeirah
Point A-03
above the published Palm Jumeirah historical baseline; investigate drivers
Executive summary
Point A-03 is assessed at composite risk grade consistent with routine monitoring, on a measured LOS velocity of -5.2 mm/yr (95% CI ±0.9) and 50.2 mm cumulative settlement over 9.6 years of continuous satellite observation.
The signature of the record is most consistent with fill consolidation (confidence 67%). Motion is near uniform relative to neighboring points.
If the observed trend persists, projected cumulative settlement reaches 61.1 mm (±2.4) within 5 years. Routine monitoring cadence is recommended.

Fill consolidation
67%- Logarithmic time settlement model explains the series better than linear (R² 0.99 vs 0.95), the classic consolidation signature
- Motion is monotonic downward across the observation window
Construction or loading change
65%- Trend break detected around 2017-11: rate changed by 3.5 mm/yr
- Motion decelerated after the break, consistent with completed consolidation or unloading
Thermal or moisture cycle
35%- Annual periodic component of ±1.3 mm, peaking around month 2
- Seasonal component present but secondary to the trend
04 · Consequences and outlook
Current standing
The measured line of sight (LOS) velocity is -5.2 mm/yr (95% CI ±0.9 mm/yr), with 50.2 mm of cumulative settlement over the 9.6 year observation window.
Within its district, this point sits at the 73th percentile of motion magnitude: it moves somewhat faster than the district median.
The leading mechanism hypothesis is fill consolidation (confidence 67%); logarithmic time settlement model explains the series better than linear (R² 0.99 vs 0.95), the classic consolidation signature.
Motion is currently near uniform relative to neighboring points; uniform settlement at this rate is primarily a serviceability and asset management consideration rather than an immediate structural one.
Forward look
If the observed trend persists, the consolidation model projects cumulative settlement of 61.1 mm (±2.4) within 5 years and 69.3 mm (±2.8) within 10 years.
The settlement curve is decelerating, consistent with ongoing consolidation: the instantaneous rate has eased to approximately 2.6 mm/yr against a window average of 5.2 mm/yr.
Coastal overlay: combining local settlement with the reported regional sea level rise of approximately 3.9 mm/yr for the UAE coast (published range 3.2 to 4.4 mm/yr across recent geodetic and altimetry studies) gives a relative sea level exposure of approximately 9.1 mm/yr, on the order of 9 cm per decade against local freeboard.
Reference criteria from published literature (angular distortion per Eurocode 7 Annex H aligned ranges, informative; hogging mode halves the values). Site specific limits are set with the client's geotechnical team. Ground level infrastructure is the vulnerable layer on reclaimed land; piled towers transfer load below the fill.

Band spans the published damage ratio range for the projected damage grade at each horizon, bracketed by the measurement confidence interval. Midpoint shown for reading only.
Horizon detail
Proactive intervention under monitoring tends to be materially less costly than reactive repair. As a qualitative cross-hazard anchor, the NIBS study reports mitigation spend returning on the order of six to one on average. This is a cross-hazard average, not a settlement specific figure, and is offered as an order of magnitude framing only.
Figures are relative exposure classes as a fraction of reinstatement value, not firm costs. Damage ratio bands follow published classification and are pending quantity surveyor calibration. Any currency range shown is indicative only. Sources: Burland and Wroth 1974, Burland, Broms and de Mello 1977 damage categories map angular distortion to indicative damage ratio bands as a fraction of reinstatement value. Bands are conservative and pending quantity surveyor calibration. · KB section 3 angular distortion tiers, Skempton and MacDonald 1956, Bjerrum 1963, Eurocode 7 Annex H informative ranges. · NIBS Natural Hazard Mitigation Saves 2019, mitigation benefit ratio used as a qualitative cross-hazard anchor, not settlement specific.

Foundation guidance, screening level
Deep foundations advised for review
Total settlement references follow KB section 3: isolated footings on sand near 25 mm and raft foundations near 50 mm over structure life, not annual rates.
Eurocode 7 Annex H is treated as informative, and hogging tolerance values are taken as approximately half of the sagging values.
Piled towers transfer load below the fill, so ground level infrastructure such as roads, pipes, plazas and villas on shallow foundations is the layer these references most concern.
Consolidation stage · early creep
Old fill context. On mature fill placed 2001 to 2006, residual settlement is expected to be small and decelerating along a log time creep line, so any acceleration above that line is the signal of interest rather than the absolute rate.
Structural sensitivity references
Differential settlement tolerance depends on the structural system and the span, so there is no single threshold. As published reference tiers, angular distortion near 1/750 concerns settlement sensitive equipment, 1/500 references first architectural cracking, 1/300 references panel wall cracking and visible tilting, and 1/150 references structural damage to general buildings. Taller and stiffer structures on piled foundations tend to transfer load below the fill, so the ground level layer is where these references most apply. Site specific tolerances are set with the client's geotechnical engineer.
Measurement constraints
- Measurement geometry caveat. Sentinel-1 measures line of sight motion, which is not vertical. Reported at -5.2 mm/yr line of sight, the near vertical approximation is about -6.7 mm/yr, and this figure is labelled as an approximation pending ascending and descending decomposition.
- Sampling caveat. The record spans the 2022 to 2025 single constellation period, during which sampling was reduced and the velocity confidence bounds widen across that window.
- Horizontal motion caveat. North south horizontal motion is essentially invisible to Sentinel-1 given its near polar orbit, so any north south component is not captured and this limitation is stated explicitly.
